Telegram CEO Pavel Durov is currently facing legal issues after being arrested by French police at an airport near Paris. The Franco-Russian billionaire, aged 39, was detained at Le Bourget airport on Saturday evening. This arrest comes in relation to alleged offenses linked to his messaging app, including fraud, drug trafficking, cyberbullying, organized crime, and terrorism promotion.
France’s OFMIN office had issued an arrest warrant for Durov as part of a preliminary investigation into the criminal misuse of Telegram. One of the investigators expressed surprise that Durov would come to Paris despite being a wanted man. Despite Telegram positioning itself as an alternative to US-owned platforms, there are accusations that the app allows for the easy spread of false information, neo-Nazi, paedophilic, conspiratorial, and terrorist content.
In a previous interview with Tucker Carlson, Durov revealed that the concept behind Telegram came after facing pressure from the Russian government during his time at VK. After attempting to settle in various locations, Durov chose Dubai due to its business environment and neutrality. He highlighted the appeal of independence, privacy, and freedom to Telegram users, mentioning that the platform had over 900 million active users at that time.

By being based in the United Arab Emirates, Telegram has been able to avoid scrutiny under moderation laws faced by Western platforms. This has allowed the app to maintain its stance on not disclosing any user information. However, the app’s group size limit of 200,000 members has led to concerns about the widespread dissemination of false information and illicit content.
Comparatively, WhatsApp introduced message forwarding limits in 2019 to combat the spread of misinformation, particularly following incidents in India where the platform was blamed for inciting violence.
